Note: In-person and phone payments can be made until 3:00pm daily. Online payments can be made at any time.

The Community Development Department has three principal divisions: Planning and Development, the Building Department, and the Code Enforcement Division. Business licensing is also handled within this department. We are located in the Public Services Building at the northwest corner of the 5330 23rd Street South City Hall complex, at the corner of 54th Street South and 23rd Avenue South.

Building Department

Before beginning a home improvement project, we encourage you to contact the Community Development Department to discuss your plans. Staff can help determine what permits and inspections may be required, explain applicable code requirements, and assist you through the permitting process.

Many homeowners choose to complete maintenance and improvement projects themselves. Community Development staff is available to assist homeowners undertaking do-it-yourself (DIY) projects. For projects that are larger or more complex, homeowners are encouraged to consider using a licensed contractor with the appropriate construction experience and expertise.

Scheduling a Building Inspection?

Beginning August 20, 2026, property owners may schedule building inspections through the City of Gulfport’s online permitting portal. Contractors may continue to schedule inspections using their existing portal profiles.

Owner Builder Inspections may also be scheduled by calling the Building Inspection Line at (727) 893-1057. The cut-off for scheduling inspections is 3:00 p.m. on the business day before the requested inspection date.

Owner-Builders: Online inspection scheduling does not change the requirements for owner-builder permit applications. Owner-builders must continue to submit permit applications in person. Once the permit has been issued, required inspections may be scheduled through the online permitting portal or by phone.

Inspections by affidavit or private provider must be prearranged with the Building Official and comply with the applicable edition of the Florida Building Code, Building, Section 107.6, and Section 553.791, Florida Statutes.

Conferences should be scheduled in advance to ensure adequate space is available for the size of the group.

Planning and Development

The Planning and Development Division of the City of Gulfport Community Development Department is charged with the oversight of long and short-range planning activities in the City. Planning staff review permit applications for comprehensive plan and zoning compliance. Activities in this area include the provision of general zoning information to property owners, developers, and builders.

Code Enforcement

The Code Enforcement Division investigates potential violations of City codes and ordinances to help maintain the health, safety, and quality of neighborhoods.

Report a Code Enforcement Concern
To report a potential code violation, call (727) 893-1106. Please provide sufficient information regarding the location and nature of the concern so staff can identify and investigate the potential violation. If an inspector is unavailable, please leave a detailed message, including the location and a description of the concern.

Anonymous Complaints
Pursuant to Chapter 162, Florida Statutes, local governments generally may not initiate code enforcement proceedings based on an anonymous complaint. A person reporting a potential violation must provide, at a minimum, their name and address to the City. Information provided to the City may become a public record subject to disclosure under Florida law.

The Live Local Act is a comprehensive, statewide attainable housing strategy, designed to increase the availability of affordable housing opportunities for Florida’s residents, who desire to live within the communities they serve. This framework provides historic recurring funding for housing very-low to moderate income households. In addition to a multitude of new programs, incentives, and opportunities, this legislation works to focus Florida’s housing strategy in ways that make housing more attainable. Florida Housing will implement programs that support the development of multifamily residential housing, homeownership, and creating innovative approaches for all housing markets.

Business Tax Receipts

Questions may be directed to staff by phone (727) 893-1024. Conferences should be scheduled so we can make sure that adequate space is available to accommodate the size of the group. A business license or tax receipt is good from October 1 of the current year through September 30 of the following year.

If the license is not renewed by October 1, a 10 percent penalty will be applied for the month of October, and 5 percent for each month thereafter until it is paid. If you have paid your fee but continue to get a request for payment, let us know so we can correct your account.
