Submittal Requirements by Permit Type

Notice: This is a general list of documents required based on permit type. To verify if a permit maybe required for proposed work you must first check with building department.

City of Gulfport does not perform sign-ons, separate permits are required for each trade.

If the project is located in a federal emergency management agency (FEMA) flood zone, a copy of contract or proposal signed by both the contractor & property owner must be provided in the submission. Additional documentation for substantial improvement determination may be required, such as a substantial improvement/substantial damage (SI/SD) review application.

Owner-builder permits (permits applied for by the property owner) can only be submitted in-person by the applicant. Must provide original application and owner affidavit. Property must be in personal name and for personal use, as well as meet requirements outlined in owner-builder affidavit.

For any project in which the valuation exceeds $2,500, a notice of commencement must be recorded and provided to the building department before the 18t inspection. Only exception is mechanical permits, which have a higher valuation threshold. Effective July 1, 2022, if the mechanical project cost exceeds $15,000.00 it will require a recorded notice of commencement.

All construction and structural plans must be physically signed and sealed with original signature and seal from design professional. Digitally signed/sealed plans, printed digitally signed/sealed plans, and photocopies of physically signed and sealed plans will not be accepted.

For all optional documentation listed, you must circle whether it is either applicable or not applicable to the proposed project.

New Construction of One or Two-Family Residence Submittal Checklist

  • Completed Permit Application.
  • Itemized cost breakdown for the proposed residence showing the valuation of the project as required by Florida Building Code, FBC-Building Section [A] 109.3 and City of Gulfport Ordinance Chapter 25, Section 25-3, per this ordinance you may also use the most recent version of the building valuation data table provided by the international code council.

  • Recent signed/sealed Elevation Certificate, if the property is located in a special flood hazard area. *Not required for project locations outside of flood zone.

  • Florida Product Approval Specification Sheet, with specs and installation instructions for
    all items listed on sheet; one (1) of each, with decimals for any exterior doors, windows, shutters, and/or garage doors. D Minimum of two (2) complete sets of sealed construction plans and wind loading. Must be to scale and legible. Minimum size: 11″ x 17 .” Must include:
    • Erosion and sediment control plan sheet, can be part of site plan.
    • Site plan showing location of structure(s) including accessory structure(s), fences, driveways, sidewalks, existing trees (including trees to be removed), new landscaping to meet zoning requirements, show location of nearest storm drain and directional grading indicators for storm run-off drainage in compliance with Building Code requirements and city ordinances.
    • Code Compliance Data Sheet
    • Floor Plans (Egress and accessibility requirements detailed)
    • Building Elevation Drawings
    • Wall Sections and Structural Details
    • Roof Plan (Truss layout/package with Engineer on Record (EOR) sealed letter of approval if trusses are used. Provide before trusses are installed on site)
    • Electrical Plan (load calculations), locations for smoke and co alarms.
    • Plumbing layout, including riser diagram.
    • Energy Code Compliance Submittal Documents, (Energy Calculations)
    • Mechanical Plan, including supply and return duct layout

Residential (Additions, Alterations or Repairs) Submittal Checklist:

  • Completed Permit Application. D

    • Cover Sheet
    • Site Plan
    • Building Plans
    • (applicable) OR (not applicable) – Structural Plans. *For gravity, wind and flood.
  • (applicable) or (not applicable) – Truss layout/package with Engineer on Record (EOR) sealed letter of approval, two (2) sets.
  • (applicable) or (not applicable) – Florida Product Approval Specification Sheet, with specs and installation instructions for ALL items listed on sheet; one (1) of each, with decimals for any exterior doors, windows, shutters, and/or garage doors.
  • (applicable) or (not applicable) – If using non-impact glass, we need Florida Product Approvals for window protection or specs on plywood panels and fastening, one (1) copy of each. (if applicable)

  • (applicable) or (not applicable) – Federal Emergency Management Agency (FEMA) Substantial improvements Package, required for all non-conforming Pre-Flood Insurance Rate Map (Pre-FIRM) structures located in a FEMA Flood Zone and built prior to 1971.

Commercial (Additions, Alterations or Repairs) Submittal Checklist:

  • If any board/agency approval is required, that approval MUST be submitted prior to pennit approval. It is the responsibility of the applicant to verify this information. Examples: Site Plan Review (SPR), Health Department, Southwest Florida Water Management District (SWFWMD), Florida Department of Transportation (FDOT), Florida Department of Environmental Protection (FDEP), Pinellas County, etc.
  • Completed Permit Application.
  • (applicable) or (not applicable) – Completed Business Tax Receipt Application if it is a new business.
  • (applicable) or (not applicable) – Property Survey with structural improvement drawn to scale.
  • Minimum of two (2) complete sets of sealed construction plans. Must be to scale and legible. Minimum size: 11″ x 17.” Must include:
    • Cover Sheet
    • Site Plan
    • Building Plans
    • (applicable) or (not applicable) – Structural Plans *For gravity, wind and flood.
  • (applicable) or (not applicable) – Truss layout/package with Engineer of Record (EOR) sealed letter of approval, two (2) sets.
  • (applicable) or (not applicable) – Florida Product Approval Specification Sheet, with specs and installation instructions for ALL items listed on sheet; one (1) of each, with decimals for any exterior doors, windows, shutters, and/or garage doors.

  • (applicable) or (not applicable) – Underwriters Laboratories (UL) Approved details for all fire rated assemblies.
  • (applicable) or (not applicable) – Federal Emergency Management Agency (FEMA) Substantial improvements Package, required for all non-conforming Pre-Flood Insurance Rate Map (Pre-FIRM) structures located in a FEMA Flood Zone and built prior to 1971.
    (applicable) or (not applicable) – Fats, Oil, Grease (FOG) application.
  • Obtain a letter from Duke Energy granting conditional approval where overhead and/or underground electrical or fiber facility conflicts exist when zero setback construction is planned. Please contact Duke Energy’s customer service center at 1-800-700-8744 to begin the request.

Commercial Individual Condo Unit Remodel Checklist (no structural work):

  • Completed Permit Application.
  • Floor Plans of the condo unit drawn to scale (no seal required for non-structural work). Minimum of two (2) copies of each:
    • Existing floor plan.
    • Proposed floor plan.
    • *Smoke alarms must be hardwired outside each bedroom area and each bedroom may have smoke alarms with 10-year batteries that are interconnected to the hardwired alarms.
    • (applicable) or (not applicable) Florida Product Approval Specification Sheet, with specs and installation instructions for ALL items listed on sheet; one (1) of each, with decimals for any exterior doors, windows, and/or shutters.

**Property owners cannot claim the owner-builder exemption for condos. The owner-builder exemption only applies to one or two-family residences; not condos, which are multi-family. **

Decks Checklist:

  • Completed Permit Application.
  • (applicable) or (not applicable) – Board approvals.
  • (applicable) or (not applicable) – Home Owner Association (HOA) Approval Letter.
  • (applicable) or (not applicable) – Owner-Builder Affidavit.
  • Property Survey with proposed deck location and dimensions drawn to scale, with setbacks indicated.
  • Minimum of two (2) complete sets of sealed construction plans. Must be to scale and legible. Minimum size 11″ x 17.”
  • (applicable) or (not applicable) – Florida Product Approval Specification Sheet, with specs and installation instructions for ALL items listed on sheet; one ( 1) of each.

Sheds/Accessory Structure Checklist:

  • Completed Permit Application.
  • (applicable) or (not applicable) – Board approvals. D (applicable) OR
  • (not applicable) – Home Owner Association (HOA) Approval Letter.
  • (applicable) or (not applicable) – Owner-Builder Affidavit.
  • Property Survey with proposed shed/accessory structure location and dimensions drawn to scale, with setbacks indicated.
  • Minimum of two (2) complete sets of Florida Product Plans and/or sealed construction plans for both the structure and anchorage. Must be to scale and legible. Minimum size 11″ x 17.” *If providing Florida Product Plans from Florida Department of Business and Professional Regulations (DBPR) website, must provide the product plan cover page with plan number for verification.
  • (applicable) or (not applicable) – Florida Product Approval Specification Sheet, with specs and installation instructions for ALL items listed on sheet; one (1) of each.

Seawall Submittal Checklist:

All seawalls must be elevated to at least 5.0 ft on bay side and 6.0 ft on Gulf side, per National American Geodetic Datum 88 (NA VD 88). Prior to Final Inspection, submit a final elevation certificate to the Building Official.

  • Completed Permit Application.

  • Minimum of two (2) sets of sealed construction plans. Must be to scale and legible.
    • If the seawall is not elevated to the minimum requirements noted above, indicate on the plans that the seawall is designed to be added on to and elevated in the future.
    • Indicate on plans the elevation of the new seawall cap.

*If removed cap is to be used as Rip-Rap, a Pinellas County Dredge and Fill Permit is required.

Docks Checklist:

  • Completed Permit Application.
  • Pinellas County Dock Permit Application with layout

Residential Pools Checklist:

  • Completed Permit Application.

  • (applicable) or (not applicable) – Owner-Builder Affidavit.
  • Copy of Contract, for verification of pool components.
  • Property Survey with proposed pool location and dimensions drawn to scale, witb setbacks indicated.
  • Minimum of two (2) complete sets of construction plans. Must be to scale and legible. Minimum size: 11″ x 17 .” Must include:
    • Site Plan showing location of pool and perimeter layout of house with alarmed windows/doors if applicable, fences & gates, cages, etc.
    • Site-Specific Plans for concrete pool design, possibly stem/retention wall or water feature, specification on pump, filter, drain, pool heater, and/or Light-Emitting Diode (LED) lighting.
  • Site – Specific Total Dynamic Head (TDH) Calculations. *May either be on site-specific plans or Total Dynamic Head Calculation (TDH) Worksheet.
  • Residential Swimming Pool, Spa and Hot Tub Safety Act.
  • Duke Energy No Conflict Letter.
  • (applicable) or (not applicable) – Specs for alarms meeting American Society for Testing and Materials 2208 (ASTM 2208), possibly other pool component specs.

Commercial Pools Checklist:

  • Completed Permit Application.
  • Copy of Contract, for verification of pool components.
  • Property Survey with proposed pool location and dimensions drawn to scale, with setbacks indicated.
  • Minimum of (2) complete sets of construction plans. Must be to scale and legible. Minimum size: 11″ x 17.” Must include:
    • Site Plan showing location of pool and perimeter layout of house with alarmed windows/doors if applicable, fences & gates, cages, etc.
    • Site -Specific Plans for concrete pool design, possibly stem/retention wall or water feature, specification on pump, filter, drain, pool heater, and/or Light-Emitting Diode (LED) lighting.
  • Site – Specific Total Dynamic Head (THD) Calculations. *May either be on site-specific plans or Total Dynamic Head (TDH) Calculation Worksheet.

Photovoltaic System Checklist:

  • Completed Permit Application.

  • Two (2) copies of each of the following:
    • Site-specific engineer’s evaluation of existing roof structure’s ability to withstand additional loads (R324.4.l, gravity and R324.4.l.2 wind). Gulfport is located in the wind-borne debris region (figure R301.2(4)), ultimate wind speed of 145 Miles Per Hour (MPH).
    • Site plan showing location of PV arrays and equipment locations. Emergency roof access/egress pathways and setbacks requirements (Sections R324.6.1 through R324.6.2.2). Photovoltaic system shall have same fire classification as the roof assembly, R324.4.2.
  • Specification sheets for all manufactured components.
  • Single line electrical diagram, to include but not limited to: Photovoltaic (PV) array configuration(s), wiring system, overcurrent protection, inverter disconnect, connection to existing service. Electrical calculations including amperage,
  • conductor size and type. Florida Solar Energy Center (FSEC) certification for specific system or signed and sealed engineer certification of system meeting FSEC standards is required.
  • Signed and sealed safety labeling requirements and locations, :field-applied hazard or safety labels shall meet the requirements of National Fire Prevention Agency 70 (NFPA 70), National Electrical Code (NEC 2017), article 110.2l(b).
  • Signed and sealed structural attachment details (racking) designed for wind loads, (Figure R301.2( 4), 145 Miles Per Hour (MPH).

Windows, Doors, Shutters, and Garage Door Checklist:

  • Completed Permit Application. *For window, door, and garage doors, description must specify if this is a size for size equal replacement or if any openings are being altered.
  • Floor Plan drawn to scale or a Pinellas County Property Appraiser property plot drawing, minimum of two (2) copies with location of proposed windows, doors, and/or shutters indicated (no seal required for non-structural work). *Not required for garage door replacements.
  • If any openings are being created, altered, or closed in, minimum of two (2) complete sets of sealed structural plans. *For gravity, wind and flood. Must be to scale and legible. Minimum size: 11″ x 17.”
    Florida Product Approval Specification Sheet, with specs and install instructions for ALL items listed on sheet; one (1) of each, with decimals indicated.
  • (applicable) or (not applicable) – If using non-impact glass, we need FL Product Approvals for window protection or specs on plywood panels and fastening, one (1) copy of each. *If using window protection, it must be installed at time of the inspection.
  • (applicable) or (not applicable) – Submit 25% exemption form if protection not required.

General Gas Permit Checklist:

  • Complete Permit Application.
  • Riser Diagram that specifies: Gas Type, Piping Type, Pipe System, Maximum Demand, Shutoffs, Method Used to Determine Pipe Size, and Pipe Sizing Table Used for Size Calculations.

Commercial and New Residence Gas Permit Checklist:

  • Complete Permit Application.
  • Riser Diagram that specifies: Gas Type, Piping Type, Pipe System, Maximum Demand, Shutoffs, Method Used to Determine Pipe Size, and Pipe Sizing Table Used for Size Calculations.
  • Venting.
  • Com. Air.
  • Chimney’s / Vents.
  • Appliances.
  • (applicable) or (not applicable) – Fire Places.
  • Liquefied Petroleum Tank Location.
  • Base Flood Elevations.

Signs Checklist:

  • Completed Zoning Sign Permit Application
  • Minimum of two (2) complete sets of plans. Must be to scale and legible. Minimum size: 11″ x 17.” Must include:
    • Site Plan showing location of sign.
    • (applicable) OR (not applicable) – Structural plans. *For gravity, wind and flood.

Fences & Right-of-Way Checklist:

  • Completed Permit Application
  • Property Survey with either proposed driveway or fence drawn to scale. If fence, survey must indicate the proposed fence dimensions and location of gate(s).
  • (applicable) or (not applicable) – Home Owner Association (HOA) Approval Letter 
  • (applicable) or (not applicable) – Owner – Builder Affidavit

Re-roofs Checklist:

  • Completed Permit Application. *Description must include: number of squares, pitch roof, and number of stories.
  • Florida Product Approval Specification Sheet, with specs and install instructions for ALL
    roofing materials listed on sheet; one (1) of each.
  • (applicable) or (not applicable) – Owner – Builder Affidavit
  • If metal or tile roof, must specify name of underlayment either on the permit application or Florida Product Approval Specification Sheet for compliance verification of the proposed roofing materials.
  • If commercial property, mechanical contractor must obtain separate mechanical permit for ale stands. Proposed ale stands must be submitted with mechanical application, either as site-specific engineering or current 2020 Florida Product Plan cover page and install instructions. If engineering, need two (2) sets with original signature and seal.

Mechanical Checklist:

  • Completed Permit Application. *Description must specify if it is an equal change out or new installation. If any work is being performed on units, must include Make, Tons, Seer, and Kilowatts (KW) for heating if applicable in permit description.
  • Owner – Builder Affidavit.
  • Air-Conditioning, Heating and Refrigeration Institute (AHRJ) certificate *Not required for Thru-the-Wall Units in condos or Split Systems.
