RESOLUTION NO. 2019-38

A RESOLUTION OF THE CITY OF GULFPORT, FLORIDA AMENDING FEES FOR BUILDING AND ZONING SERVICES IN ACCORDANCE WITH CHAPTER 25 OF THE CODE OF ORDINANCES; AND PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, the City of Gulfport created Chapter 25 of the Code of Ordinances to organize and reference certain city fees; and WHEREAS, Chapter 25 of the Code of Ordinances provides for various City fees to be adopted and amended by resolution;· and WHEREAS, the City Council has found it necessary to amend the fees for building and zoning services provided by the City.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GULFPORT, FLORIDA:

Section 1

The following building fees for services referenced in Chapter 25, Section 25-3 of the Code of Ordinances are hereby adopted as follows:

The permit fees set forth in this resolution shall be collected for the issuance of the permits designated here.

1. Building Permit Fees:

(a) Building permit fees. A building permit is required for a building or structure, and the fee therefore is based upon an evaluation of the cost of the job to be permitted, as follows:

The building evaluation to determine value of structures shall be the most recent building valuation data table provided by the International Code Council or the cost of the job as set forth in the owner’s contract may be used for evaluation value.

Up to $1,000 base fee: $113.00
Plus per $1,000.00 value, or any fraction thereof over the first $1,000.00 value

(b) Electrical permit fees. Electrical permit fees shall be collected as follows:

Any owner may install wiring in his own residence or structure, on his own property, as allowed by the Florida Building Code, upon execution of an affidavit supplied by the building department.

Commercial:

  • Value of work to $1,000.00: $207.00
  • plus per $1,000 value over $1,000: $11.00

(c) Natural and Liquid Petroleum gas permit fees. Gas permit fees shall be

Collected as follows:
Minimum fee

  • (include all gas related and/or up to two (2) appliances): $195.00
  • Per appliance (after first two (2) appliances: $84.00

An owner may install or repair gas piping or appliances in his own residence or structure, on his property, as allowed by the Florida Building Code, upon execution of an affidavit supplied by the building department.

(d) Mechanical (air conditioners) permit fees. Mechanical (air conditioners) permit fees
shall be as follows:

  • Central, including ducts, base fee of $113.00
  • plus per $1,000.00 value or fraction thereof over the first $1,000.00 value: $11.00
  • Self-contained, per unit ( other than window unit): $113.00

An owner may install or repair mechanical units in his own residence or structure, on his property, as allowed by the Florida Building Code, upon execution of an affidavit supplied by the building department.

(e) Plumbing permit fees. Plumbing permit fees shall be as follows:

  • Base fee: $97.00
  • Plus per $1,000.00 value or fraction thereof over the First $1,000 value: $11.00

An owner may install or repair plumbing in his own residence or structure, and his property, as allowed by the Florida Building Code, upon execution of an affidavit supplied by the building department.

(f) Plan review fees. For permits that require a plan review, fees shall be one half (1/2) of the permit fee, to be paid at the time an application is submitted and which shall not be reimbursable.

(g) Re-inspection fees. Re-inspection fees shall be $77.00 for each inspection.

(h) After the fact permit fees. After the fact permit fees shall be as follows:

  • First time: double the regular fee
  • Second time: triple the regular fee
  • Any subsequent “after the fact” permit issued shall be five (5) times the normal fee.

(i) Special Federal Housing Administration permits. Special Housing Administration Permits, followed by mailed inspection report, shall be subject to a flat fee of $11.00.

(j) Certificate of occupancy fees. Certificate of occupancy fees shall be $68.00.

(k) Temporary certificate of occupancy fees. Temporary certificate of occupancy fees shall be $68.00.

(l) Revisions or alterations to approved plans. Fees for revisions or alterations shall be $68.00 up to $1,000.00 valuation and an additional $11.00 per $l,000.00 after the first $1,000.00 of additional valuation.

(m) Change of contractor. Change of contractor on a permit shall be charged a fee of $134.00.

(n) Permit extension. Fees for permit extensions shall be $68.00 per extension.

(o) Expired permit reinstatement. Fees to reinstate an expired permit shall be $134.00.

(p) Permit fees when there are no specific fees specified elsewhere in this section-minimum fee of $113.00 on first $1,000.00 value plus $11.00 per $1,000 value or any fraction thereof when then are no specific fees specified elsewhere in this section.

No new building shall be occupied and no change in occupancy of a building or part of a Building shall be made until after the building official shall have issued a certificate of occupancy therefore in accordance with the applicable building code, as the same maybe amended from time to time. In multifamily and commercial structures a fire inspection shall precede the building (structural and code) inspection before a certificate of occupancy may be issued.

Section 2

The zoning fees for services referenced in Chapter 25, Section 25-3 of the Gulfport Code of Ordinances hereby are as follows:

*Consulting fees associated with any of the above services may be charged in
addition to the services.
**Research costs are actual man-hour costs plus materials to be added to the base fee
for interpretation letters.

Section 3. This resolution shall supersede all prior resolutions establishing and/or amending
building and zoning service fees.

Section 4. This resolution shall become effective October 1, 2019.
