Guidelines

Mission

To provide aid to individuals who are at risk of an interruption in water service due to non-payment.

Funding

$75,000 of the City of Gulfport’s unrestricted General Fund Balance will be authorized for 2 monthly utility bills, up to a maximum of $500 per household. An applicant that is deemed eligible will receive a grant in the form of a credit on the applicant’s City of Gulfport utility bill.

Application Process

In order to be considered the applicant must have submitted a completed and signed application, including a narrative which explains the circumstances of the individual’s hardship, and need for the funding. A copy of the individual’s identification, and a copy of the individual’s most recent City of Gulfport utility bill as noted on the application will be required.

A board of grant reviewers will evaluate the applications and determine if the funds will be awarded. The board will consist of three City of Gulfport employees appointed by the City Manager.

The application period will open two weeks prior to a scheduled interruption in service. The first application period will be available beginning on June 24, 2020.

Example: CYCLE 1 applications will be accepted between June 24 and July 8 as those are scheduled for disconnection on July 8.

Funding the program will be re-evaluated after the measurement of the impact after the first Citywide cycle of scheduled disconnection in service due failure to pay.

Acceptance of your application and relevant documentation does not guarantee grant funding will be awarded. Grant reviewers may require additional information.

Eligible Applicants

  • Must have suffered an economic hardship
  • Must be within two weeks of a scheduled interruption in water service due to non-payment
  • Must occupy the residence and have the utility account in the applicant’s name
  • Must be residential property within the City of Gulfport
  • Must have an active utility account during February 2020 (not on standby)

 

Ineligible Applicants

Individuals that are NOT eligible to receive the Individual Utility Assistance Program Grant, include, but are not limited to:

  • Commercial Properties
  • Any individual who has already received the Individual Utility Assistance Program grant within the past one year (rolling from the date of the grant)
  • Any individual that has an outstanding Utility Lien in their name with the City of Gulfport
  • Any individual that has a history of more than 5 cutoffs within the past 3 years from the date of application
  • Any individual that has a history of tampering with the meter

 

Eligible Use of Funding

The Grant will be issued in the form of a credit on the individuals utility bill, and therefore that is the sole use of the grant funding.

  • If the eligible applicant has multiple outstanding bills, they may select the two largest bills up to the $500 maximum.
  • The credit may not be used for balances transferred from a prior owner.
  • Bills generated prior to April 1, 2020 are not eligible for the grant.

 

Disclosures

The submitted Application, including attachments, is subject to disclosure under Florida’s public records law subject to limited applicable exemptions. Applicant acknowledges, understands, and agrees that all information in its application and attachments will be disclosed, without any notice to Applicant, if a public records request is made for such information, and the City will not be liable to Applicant for such disclosure.

The Gulfport Individual Utility Assistance Program Grant may be considered taxable income therefore you should contact your financial advisor for guidance.

The City Manager reserves the right to make immaterial changes to the program criteria as necessary to serve the intention of the program, if any such circumstances should arise.
